Request for Proposals (RFP) – Solid Waste and Recycling Collection Services
- Introduction
The Town of Montreat (“Town”) is seeking proposals from qualified firms to provide comprehensive solid waste and recycling collection services. Montreat is a small, unique mountain community characterized by narrow, winding roads, limited parking, and a high volume of backdoor (rear-door) residential collection.
The Town places a high priority on customer service, reliability, and a collaborative working relationship between the contractor and Town staff.
- Community Overview
Montreat is a residential and institutional community with:
- Narrow, steep, and winding roads that limit access for large vehicles
- Manual collection – many cans are permanently affixed to the ground
- A significant number of homes requiring backdoor collection
- Seasonal population fluctuations due to visitors and conferences
- A strong emphasis on environmental stewardship and community character
Due to these conditions, proposers must demonstrate the ability to operate safely and efficiently in constrained environments.
- Scope of Services
The selected contractor will be responsible for providing the following services:
- Solid Waste Collection
- Weekly collection of residential solid waste
- Transport and proper disposal at an approved facility
- Recycling Collection
- Weekly curbside and/or backdoor recycling collection
- Delivery to appropriate recycling facilities
- Other Services
- Bear-resistant container program support
- Special event or seasonal service adjustments
- Operational Requirements
Due to Montreat’s unique infrastructure, contractors must:
- Utilize appropriately sized equipment capable of navigating narrow, steep roads
- Be prepared for extensive manual handling of waste
- Provide staffing levels sufficient to safely perform backdoor service
- Demonstrate experience in similar terrain and service conditions
- Customer Service Expectations
The Town expects the highest level of customer service, including:
- Prompt, courteous interaction with residents
- Clear communication regarding service schedules or disruptions
- Rapid response to missed pickups or complaints (within 24 hours)
- A designated customer service contact for the Town
- Proactive problem-solving and community engagement
Customer service performance will be a major factor in contract evaluation and ongoing performance review.
- Collaboration with the Town
The contractor must work closely with Town staff and demonstrate a willingness to collaborate, including:
- Regular coordination meetings with Town representatives
- Flexibility in adjusting routes or services as needed
- Support for Town initiatives related to sustainability and waste reduction
The Town views this contract as a partnership, not just a service agreement.
- Contractor Qualifications
Proposers must demonstrate:
- Experience providing solid waste services in similar environments (mountain communities, constrained access areas, or high-service municipalities)
- Proven ability to perform manual collection at scale
- Strong customer service track record
- Adequate staffing, equipment, and financial capacity
- All required licenses, permits, and insurance
- Proposal Requirements
Proposals should include:
- Company background and relevant experience
- Detailed service approach, including:
- Equipment to be used
- Staffing plan
- Customer service plan
- Safety practices
- Proposed schedule and implementation timeline
- Pricing structure (clearly itemized)
- Description of approach to collaboration with municipal staff
- Evaluation Criteria
Proposals will be evaluated based on:
- Experience and qualifications
- Understanding of Montreat’s unique conditions
- Ability to safely and effectively perform manual/backdoor collection
- Customer service approach
- Commitment to collaboration with the Town
- Cost and overall value
- Term of Contract
The Town anticipates awarding a contract for an initial term of 1 (one) year, with potential renewal options based on performance.
