Upper Kentucky Road Phase 1 Neighborhood Paving Assessment

Project Background:

The Board adopted a Resolution in December 2010 directing that the Upper Kentucky Road Phase 1 Neighborhood Utility Assessment be undertaken.  This project, now nearly complete, extends the Town’s water and sewer system to the Upper Kentucky Road area, with the total project costs to be assessed equally against each benefitted real property on a per lot basis.  On April 28, 2014, Town staff received a petition from a sufficient number of property owners of the lots to be served and representing a majority of the lineal street frontage to also extend street paving in this area through a separate, but similar, assessment process.  The Board adopted Preliminary Assessment Resolution #14-05-0002 on May 8, 2014, and called for a public hearing on June 12 to receive input on the proposed assessment.  Copies of the preliminary assessment resolution and public hearing notice were mailed to all affected property owners on May 21, 2014. The Board held a public hearing on the Preliminary Assessment Resolution on June 12, 2014, and adopted Resolution #14-06-0001 Directing that the Upper Kentucky Road Phase 1 Neighborhood Street Paving Assessment Project Be Undertaken on that same date.

Current Status:

The Board awarded the paving project bid to C&T Paving, Inc. in the amount of $16,519.23 on August 14, 2014. Affected residents will be notified in advance of the project commencement date.

Next Steps:

Once the work is complete, the Town Clerk will prepare a Resolution declaring the total project costs (exclusive of street intersections), ordering the preparation of a Preliminary Assessment Roll and calling for a public hearing. At least ten days before the date of the public hearing, the Clerk will also publish a legal notice of the completion of the preliminary assessment roll and the date and time of the public hearing. Copies of this notice and the Preliminary Assessment Roll will be sent via first-class mail to all affected property owners at least ten days prior to the public hearing date.
