Peace Lane Paving Assessment

Project Background:

In September 2013, a property owner submitted a written request for the Town to accept the full length of Peace Lane as a public street and assume responsibility for its maintenance.  The Public Works Director and Code Administrator confirmed that the roadway met the current construction requirements pertaining to roadway width, shoulder width, grading and sight distance set forth in Montreat General Ordinance Chapter D, Article II “Street Standards” for unpaved roadways. The Board adopted Resolution #13-11-0002 Accepting Peace Lane as a Public Street in November 2013. On May 5, 2014, Town staff received a petition from a sufficient number of property owners of the lots to be served and representing a majority of the lineal street frontage to pave Peace Lane through a public assessment process on a per lot basis.  The Board adopted Preliminary Assessment Resolution #14-05-0003 on May 8, 2014, and called for a public hearing on June 12, 2014 to receive input on the proposed assessment.  Copies of the preliminary assessment resolution and public hearing notice were mailed to all affected property owners on May 21, 2014. The Board held a public hearing on the Preliminary Assessment Resolution on June 12, 2014, and adopted Resolution #14-06-0002 Directing that the Peace Lane Street Paving Assessment Project Be Undertaken on that same date.

Current Status:

The Board awarded the paving project bid to C&T Paving, Inc. in the amount of $23,988.86 on August 14, 2014. Affected residents will be notified in advance of the project commencement date.

Next Steps:

Once the work is complete, the Town Clerk will prepare a Resolution declaring the total project costs (exclusive of street intersections), ordering the preparation of a Preliminary Assessment Roll and calling for a public hearing. At least ten days before the date of the public hearing, the Clerk will also publish a legal notice of the completion of the preliminary assessment roll and the date and time of the public hearing. Copies of this notice and the Preliminary Assessment Roll will be sent via first-class mail to all affected property owners at least ten days prior to the public hearing date.
